They say that going the energy efficient way is as significant as discovering a new inexhaustible source of energy to tap into, rather than to merely conserve.</p>

New buildings must be built in a smarter way to take advantage of energy efficient lighting applications and existing buildings must be retrofitted. <p>The US Department of Energy predicts a 30% increase in power demand by the year 2030. The utilities that supply power are aware that the cheapest way of providing more power is by spending on energy efficiency methods rather than drilling a new plant. Energy efficiency has even been termed the fifth fuel, by retrofitting homes and buildings, each person is directly tapping into this fifth fuel while saving on energy costs at the same time.</p>

I do not think that this is a bad idea providing that they are tested before hand because it is pretty harsh for someone to just take a license from an old person when they could be more than capable of driving.</p>
<p>Could this be where banning elderly from motorway driving occur, they could still drive, just not on the most dangerous rifes. If this does eventually happen the best thing to do would still be a test because it isn&#8217;t fair on the good drivers not to be allowed on the roads. Is it fair to do this, what if an elderly person drives up to see their family once a week or needs to get to the airport and doesn&#8217;t way to pay extortionate taxi prices. This is not fair at all.</p>
<p>On the other hand it could cut back accidents a lot because there do seem to be more and more accidents happening that are caused by old people not knowing what they are doing. To be fair there is a point that the drivers have, it isnt safe for old people to be driving slow on a motorway, not safe at all. This doesnt seem to be fair to both parties, one because the older people are being abused for it and the other because the older people are in the way.</p>

<p>Both President Gloria Macapagal Arroyo and Agriculture Secretary Arthur Yap agree that with more than two and a half months of food supply available, the country could rest its worries.</p>
<p>Many people have guessed that the flood-damaged farmlands in Luzon would create supply imbalance all over the country..</p>
<p>Agriculture Secretary Arthur Yap however reported the current food supply situation and added that the supply inventory does not even include the Visayas and Mindanao harvests.</p>
<p>He also included that the country can&#8217;t just look at the National Food Authority (NFA) when it comes to inventories of food supplies while pointing out to commercial suppliers who stockpile enough.</p>
<p>By showing a price-monitoring chart, Sec. Yap also clarified that even while the NFA is presently tendering its supplies, the country&#8217;s market prices for rice in Luzon even lowered after the storms.</p>
<p>The Boholano by-affinity cabinet member also noted that his agency is looking at recovering 150,000 hectares of storm-damaged ricelands as soon.</p>
<p>The government is preparing one bag of seeds and five bags of fertilizer to any farmer who has rehabilitated his farm, Yap claimed.</p>
<p>On how the country is faring in its disaster relief and rehabilitation programs, the President, with the help of Defense Secretary Gilberto Teodoro, reported the crucial role of food caravans sent to areas forecasted to be in the direction of the storms, making sure food is available there.</p>
<p>President Arroyo has also her hands on, leading the storm relief, recovery and rehabilitation efforts while making sure government agencies track prices to dishearten opportunistic businessmen from using the situation to manipulate prices of basic commodities.</p>
<p>According to Sec. Teodoro, about 10 million people were directly affected by the four storms, while about four million is in urgent need of daily food and non-food requirements.</p>
